I think you should change your cron from:

*/30 * * * *    root    /usr/sbin/ntpdate -s -u pool.ntp.org | /dev/null
to
*/30 * * * *    root    /usr/sbin/ntpdate -s -u pool.ntp.org > /dev/null

using the  original command you are actually trying to execute  the 
/dev/null  file.
