Yes. This is the Intel SpeedStep technology at work to save your laptop's 
battery capacity, and to reduce processor heat production. The Linux kernel 
supports the SpeedStep technology. The Dell BIOS will have information 
about the frequency setting. When your laptop is plugged into AC power, 
rather than using battery power, full processor speed may be on by default.
