[Expert] msec configuration

Google is just not being very helpful in finding how to configure msec,
and neither is Konq. Where exactly is the overall msec security level
stored? Which GUI tool is supposed to be used to configure msec?
setting:/security in Konq only shows crypto, ked wallet, and privacy,
none of which are for msec.
