I believe it's "/etc/sysconfig/i18n", but it's probably stored in several other places as well; I couldn't tell you if just changing it here will affect those other previously-stored settings or not. :-/ You might want to use draklocale (as root) to change it, as that would probably also make any other file changes as may be appropriate.
