this is independent of the kernel, as I have tried others, and is not the hardware itself, as the box keeps perfect time under Win98.
Anybody any clues?

I'm not sure if it's the right fix but you can do something about it with NTP. There's a "driftfile" that will keep track of your clocks drifting and adjust it proberly.
