Is it loading any other modules before this one?
What's the root= option on your bootloader command line?

It is also supported by the piix module.
$ /sbin/modinfo piix | grep -i 24DB
alias:          pci:v00008086d000024DBsv*sd*bc*sc*i*

Though, in current cooker, we have switched to libata PATA modules,
piix should not have been used. Maybe we'd need the kernel package to
require a recent version of ldetect-lst.

If you rebuild initrd for this kernel, does it fix the issue?
(please backup the old initrd first)

IDE disks are PATA disks.
