Because this is quite high level ( ie no memory management stuff, this is 
something better done by computers than by humans )

Because it is fast enough, both to develop and to run, at least in the case of 
Sophie.

Because you have lots of modules allowing to directly code most of your pogram 
without using the basic building brick, or simply debug it ( see cpan.org )

And because there is lots of people knowing it, and it is not really so hard 
to learn.

And the language by itself is quite mature.

While each of these points are not unique to perl, I think they explain why 
some people choose perl.
