the module apm_emu sort of emulates the apm_bios, you should be able to
run X without it though, although you would probably still see that
message in the log.

What driver are you using in XFree86Config-4?.  Did you try using fbdev?
Is the card pci?

Try:

cat /proc/fb
lspcidrake
