I'm for making it the default for new installs;
updates however are a problem, as if DrakX changes the
content of /etc/sysconfig/i18n during an update, then
filenames on disk, etc will be wrong after the update.

So, the idea would be, if it is a new install, force utf-8
(and maybe instead of a "use unicode by default" checkbox
have a "force old non-unicode encoding (not recomended)" one?);
if and update, do as on previous versions (eg, utf-8 will be
set if the requested languages require it)
