Short version:

- search a cooker mirror, there is a list at the end of this page:
  http://www.mandrakelinux.com/en/cookerdevel.php3
  Check out the file/directory creation times on the mirrors to
  decide which ones are up to date.

- get a floppy image for network installation, either
  "cooker/amd64/images/network.img" or
  "cooker/amd64/images/network_usb.img"
  copy the image to a floppy disk with 
  dd if=network.img of=/dev/fd0

- write down the url to the mirror or remember it
  (useful in the next step ;)

- boot from floppy and follow the instructions to set up your network
  and enter the url to the mirror, you need to enter it up to "amd64" e.g. 
ftp://ftp-stud.fht-esslingen.de/pub/Mirrors/Mandrake-devel/cooker/amd64
