Is there an easy way, aside from editing the Spec file, to have all of the patched integrated into a directory tree that can be moved to /usr/src/lin... so configuration changes can be applied?

It's an RPM PACKAGE, not a tarball. Install using urpmi as you would any other RPM package. Use urpmq --fuzzy kernel to see all the available kernel and kernel source packages, then install the desired one using urpmi.
